Keep doing things like this, along with telling the people who have succeeded that they must pay for the people who haven't ... and you will see a mass exodus of the people that can afford to leave, doing so.

How will you pay for the programs then ? When all the people that can afford to retire early in another country, decide to leave. The people that have the means, to make a choice, to not be taxed to death. Where will you get your money for your programs then ? Didn't we do this before ?? ... few hundred years ago, but whose to say it can't happen again. Much easier to just board a plane these days, much easier than taking a ship for many months with many hardships ... very easy.
